Any police officer willing to engage in business will apply to the police authority for permission, the report recommends.
Officers shall be prohibited from direct or indirect involvement in matatus and taxis, vehicle breakdown and towing services, private security related services and weigh bridges.
The report calls for establishment of an internal enforcement process of dealing with complaints relating to crime and corruption or any crime that undermines public confidence in police.
The task force team visited Botswana, Sweden, UK and Northern Ireland for research.
The Independent Policing Oversight Authority to be created will be composed of seven persons including a High Court judge, two members from Public Administration and one each from a human rights, financial, corporate and religious backgrounds.
The report also recommends that Anti-Stock Theft Unit (ASTU), which is a subunit of the GSU be constituted as a unit of the Administration Police. This is because, according to the report, the APs are more visible in rural areas in addition to providing border security as one of its functions.
ASTU should not be deployed to any other duties like crowd controls through the horse riders.
The functions of the horse riders who control crowds should be deployed to the GSU.
