More than 120,000 residents require food aid in Kinango District.
The area is the worst affected in coast region due to drought.
DC Apollo Okello said relief allocation to the district was not enough to sustain the hungry.
"We only receive 1,000 bags of relief food monthly, which is not enough for the hunger-stricken families, who make up to 45 per cent of the population," said Mr Okello.
He said the food was meant for targeted vulnerable families under the food-for-work programme.
However, the DC disputed claims relief food was not fairly distributed.
Okello spoke during the flagging off of 1,200 bales of maize flour donated by the Kinango CDF kitty worth Sh1 million at Kinango town earlier in the week.
A resident Jefa Ngome said hunger had forced some children to drop out of school.
"All my children have dropped out of school," said Mr Ngome.
